Prime Minister Narender Modi led cabinet approves well planned Mission Karamyogi to lay the foundations for capacity building for civil servants to apprise them of Bhartiya culture so that they remain connected with their roots ,while learning from the best institutions and practices across the world.PM gave a call for Mission karam yogi.The mission calls for training bureaucrats to be more proactive and polite, professional and progressive, imaginative and innovative, transparent and tech-enabled, creative and constructive besides being Energetic and Enabling. Inconsistencies in training priorities, competency and pedagogy, lack of common platform and barriers to exchange of knowledge, lack of life long and continuous learning environment are some of the existing impediments of the system.
The most important feature of the mission is PM led HR council to approve and monitor civil service capacity building Plans.Other salient features are comprehensive reform of the capacity building apparatus at individual, institutional and process levels for efficient public service delivery Also there is provision for wholly owned SPV to own and operate the online learning platform and facilitate world class learning content market- place.It will help to build Future ready civil service with right attitude, skills and knowledge, aligned to vision of New India. Shift from rule to role, credible and autonomous institutional framework, continuous performance analysis will be the key programme components.Digital platform, made in India offering services around learning and career management will also be the key programme components.
PM’s HR council will be the apex body to provide strategic directions to capacity building reforms . Capacity building commission Will harmonize training standards and supervise Central Training Institutes.Cabinet Secretariat coordination unit will monitor progress , execution and oversees plans.
SPV will own and operate the online platform-iGOTKaramyogi and facilitate world class learning by annual subscription @Rs 431 per civil servant.
SPV will be legal company under section 8(under company act) with 100%government ownership. Third party audit of the programme, in addition to the regular audit and quality assurance by capacity building commission will be there.
Mission aims to make bureaucrats more respectful and sensitive to citizens, more capacity at the cutting edge and competence for high quality of service delivery.
